Why we need a Hazard Mitigation Plan

Every 5 years, every US State and Territory needs to submit an updated Hazard Mitigation Plan (HMP) to the Federal Emergency Management Agency (FEMA) to be able to access federal funds after a State of Emergency declaration.

The UVI VI-EPSCoR and Caribbean Green Technology Center (CGTC) were tasked to produce the 2024 update of the USVI HMP and in our analysis, deemed it critical to integrate resilience into the plan leading to the development of the 2024 USVI Hazard Mitigation and Resilience Plan (HMRP).

What’s in the HMRP

To meet FEMA requirements, we characterized and analyzed all hazards natural and man made that impact the FEMA designated lifelines and sectors within the USVI.

An example of lifelines and hazards analyzed in the HMRP include:

Hazards:

  • Hurricane Wind

  • Hurricane Storm Surge

  • Rain-Induced Flooding

  • Transportation

  • Sargassum

Lifelines:

  • Education

  • Emergency Response

  • Health

  • Arts and Culture

  • Agriculture and Fisheries

and many others
